INTRODUCTION

Of

The National Water Committee

 

The National Water Committee (NWC) was established in accordance with the Resolution #43 of the Government of Mongolia (GoM) in 1999 with the aim of implementing “National Water Program” by providing coordination, monitoring and evaluation at the national level.

 

 Rules and regulations, and structure of the NWC have been approved by the Resolution #214 of the GoM in 2001 and stated that the NWC shall be chaired by the Vice President of the Cabinet Office of GoM. Changes made in 2009 by the Resolution #82 of the GoM and stated that the NWC shall be chaired by the Minister of Nature, Environment and Tourism in order to implement the National Water Program approved by the GoM and to intensify operations and activities of the NWC. 

 

According to the Order #276 of the Minister of Nature, Environment and Tourism in 2009, the NWC consisted of 12 members in order to intensify the implementation of the National Water Program, and “Water Inter Sector Regulatory Counsel” consisted of 18 members including relevant officers at ministries and agencies in order to regulate the integration of the sector policy of water resource utilization at the professional level.  

 

The “National Water Program” was revised by the Resolution #24 of the Parliament of Mongolia in 2010. In the Provision 9.1.5 of Article 9 of the Mongolian Law on Water was revised in 17 May 2012 and stated that “the National Committee shall be established and responsible to coordinate inter sectors on water issue, provide integrated management and monitor the implementation of the National Water Program”.

 

                In the Provision 4.1 of Article 4 in the Mongolian Law on Water stated that “Water resources in the territory of Mongolia are strategically valuable prosperity” and in the Resolution #14 on “Approval for the State Administration System and General Framework of the Institution” of the Parliament of Mongolia approved in 2012 stated that the integrated water resource management shall be under the roles and responsibilities of the Prime Minister of Mongolia.

 

Within the above mentioned legal framework, the NWC structure was revised and approved in accordance with the Resolution #98 of the GoM on 20 October 2012 and the NWC shall be chaired by the Prime Minister of Mongolia.

 

The NWC is consisted of 18 members including representatives from the State Administration Central Organizations in charge of sectors including environment and green development; defense; infrastructure; foreign relations; finance; economy; industry and agriculture; mining; energy; health; road and transportation; education and science as well as the National Security Council of Mongolia and Water Service Organiziations.

 

In addition, as of the Resolution #117 on “The formal working division” approved by the GoM in 2012, the working division shall be established under the NWC.
